Remove the turbo and exhaust manifold, shoot them with some good penetrating oil a few times over a day, then try to turn them, if they wont turn, heat them up red hot, then douse them with cold water it will shrink them fast enough to break alot of the rust and corrosion loose enought to turn. when you get them ...
