A particular user can open these links from Windows Explorer (T:\documents\something.doc) without any issue - BUT When he clicks on the link in SharePoint links list then nothing happens at all. Files natively supported by Chrome (like mp3 files) open via Chrome's internal player, while other files attempt to download. testing on my PC, a file:// link to a local image file will open it in the browser.
